Helen Fulcher (BA Hons, BEd, MA) took up the position of Chief Executive of
Housing New Zealand Corporation (HNZC) in 2003, after 14 years managing public
housing in Western Australia and South Australia.
She's had management roles right across public housing: policy, strategic
planning, service delivery, asset management and community renewal.
Before that Helen worked as a teacher (secondary and adult) and in local
government in two states – both as a Councillor and as a member of the
Australian Local Government Advisory Commission, which reviewed local
government boundaries. In South Australia, Helen was Acting Chief Executive of
the South Australian Housing Trust in a period when it was part of the
super-department of Human Services that had some 20,000 public servants,
covering health, housing, care and protection of children, ageing, disability
and youth.
As Chief Executive of HNZC Helen leads 1,000 staff across 56 locations. The
Corporation has assets worth $11.3b, and programmes for state housing, home
ownership, rural housing, and building a complementary housing sector based
around NGO's, local government and iwi. As allocation policies target tenants
with complex needs, HNZC's operating model involves working closely with other
agencies to provide support services. HNZC works alongside MSD, DBH and CYF in
a Social Services Cluster.
