Topic : Implementation of Competency Framework

Goals

  • Employer of Choice
  • Excellent State Servants

Summary

Over the last 18 months the Compliance Group has created a competency framework and levels of technical and behavioural competencies and linked these to job descriptions, a performance development framework, succession plannning and remuneration. The work is still on-going and evolving.

This case study will provide a working example of how to build organisational capability and develop a culture of learning through the use of a competency framework. Included in this presentation will be:

  • An overview of drivers that led to the consideration of a competency framework
  • The vision and objectives of the competency framework
  • An explanation of the framework and how it fosters a culture of continual learning and development
  • Linkages to training and development, performance management, succession planning and remuneration
  • The consultation process especially with staff and unions (PSA and NUPE)
  • Where we are today and how we intend to measure success
  • Difficulties encountered and lessons learnt
  • How this framework could be adapted to organisations
