The conference focused on the importance of a citizen/customer centric view of
government service delivery and how we can use feedback from our New
Zealanders’ Experience Research project to create overall improvements for
government services. The conference theme was "Kiwis Count – Transforming
Service Delivery" and programme highlights included:

An opening address by
Professor Mark Moore from Harvard University on tackling the most
challenging aspects of organisational performance to deliver increased value
for the NZ public, including a diagnostic framework to analyse operations and
gauge potential for effective actions.

A keynote address by Angela Coke,
Assistant Deputy Minister in the Ministry of Government Services, Ontario,
providing insights and lessons from delivering the highly successful Canadian
‘Citizens First’ programme, including using common measurement tools and how
Ontario is focusing on changing the internal culture of their government
agencies to achieve outcomes.

A keynote address by New Zealand Central Agency chief executives (Mark
Prebble, Maarten Wevers,
John Whitehead) on transforming service delivery based on the results
of the New Zealand
Experience Research (“Kiwis Count”) programme.

A closing keynote address by the Incoming State Services Commissioner Iain Rennie.
